Deleting a time unit/time bound that is used by a locality/time unit fails with error 500

For example, deleting the Bahean time unit fails because it is used by the Lantian-Shuijiazui locality. At the very least, the user should be told why this doesn't work (currently a notification pops up that simply says that some error happened)
