Why .NET Framework 2.0-3.5 still required? #19

The most modern Windows have .NET Framework 4.7.2-4.8 factory installed, not 2.0-3.5 required to run RR.
Is it time to update the project?

<TargetFrameworkVersion>v2.0</TargetFrameworkVersion>

The latest .NET Framework 4.8 can be installed on every modern system except Windows XP and will be supported forever as Microsoft currently writes. Also this solves #18.
