[Bug]: UI appears localized since 3.14, but only half

Bug description

I know about #111, but since updating to 3.14 my Nextcloud UI in Windows is in Dutch, while my Windows' display language is in English (en-US).

While I can live with a Dutch UI until I figure out how to permanently change it to en-US, I would want the entire UI to be translated, not half of it.

Steps to reproduce

1. Right click the notification area icon (the menu is translated though)
2. Click "Settings"
3. The settings dialog is only partially translated

Expected behavior

I would expect:

1. The display language to be configurable (see Add option to set language via GUI #111)
2. Barring that, the display language to follow the system's display language (en-US)
3. If that fails, the entire app to display in the local language, not half of it

Similar here with client 3.14.1, but everything in French (except Activity notifications) despite the Window display language is English. OS Windows 10 Pro 22H2 (NC version 28).

The reason some of it has switched to Dutch is probably the same as #7229
