Create admin page for neurohub #61

Using login and the top level cloud function, determine if the user is an admin.

If they are an admin, create a page with the following:

show list of datasets and inifo
show list of users and roles
allow the admin to '+' add a dataset 'row' to the list or user to the user list
allow all dataset and user fields to be modified (to make them editable there should be an 'edit' and 'save' button)
