A single entity owns 26% of the queue ips.
46% of the queue is from ovh ips, thanks to their "no recurring IP fees".
Huge majority of these ips is composed of "fake" red verifiers.
Current queue is run by "Proof of Quantity", not "Proof of diversity".
The following is more a reflection and request for comments than a "ready to be implemented" proposal.
