Point external web links at our home docs.

Once the docs in this repo are ready for public eyes (mostly meaning the TODO and FIXME comments are addressed), we should start pointing people to these docs rather than the Pitt-Google-Broker docs we have historically pointed to. We should look through all of our docs, and also reach out to other folks who have published it.

(Update: See #55. We should probably move the general docs to a broker website, then all these links should point there. Leaving this issue open to track the list below.)

This issue maintains a list of webpages on which our docs link should be updated.
