Footer rides up on short pages

Current Behavior:
On pages with content that is shorter than the screen, the footer rides up to the end of the content instead of staying glued to the bottom of the page.

Expected Behavior:
On pages described above, the footer should stay glued to the bottom of the page. On longer pages it should be at the end of the page content.
