'Add/remove system lock' shortcut only adds, does not remove

Description with steps to reproduce

1. Add a system lock using the Alt/Opt + Enter shortcut
2. Pressing Alt/Opt + Enter again (with any measure(s) on the locked system selected) should remove the system lock, but it doesn't do anything

(The other shortcut, 'Toggle system lock', can be used to remove a system lock)
