Feature Request: Add application allow list as alternative to already existing "App Exclusions"

This is a feature request for adding an "app inclusion" list to be an option instead of the already implemented "App Exclusions".

How it should work:
An exclusion of apps is already possible using the "App Exclusions" menu item in the settings.
The user should be able to switch to the inverse behavior where selected apps will be routed through the VPN while all unselected or unlisted apps use the default network.

Use Case:
Users that don't need complete system coverage but only want to route specific apps through the VPN.
