Replace

public override bool IsEmpty {
	get {
		foreach (Tag tag in tags)
			if (tag.IsEmpty)
				return true;

		return false;
	}
}

with

public override bool IsEmpty {
	get {
		foreach (Tag tag in tags)
			if (!tag.IsEmpty)
				return false;

		return true;
	}
}

in CombinedTag.cs
