If you select a link that's off-screen, the page doesn't move and you can't see what you've highlighted.

Make sure selected link is visible.
Animate scroll to link.
Maybe use secondary gamepad axis (right stick) to scroll page?

Added scroll-to-links to ensure visibility in 33399ff.
