Default Relay Selection

We will have a set of default relays that new users can pick from. We need to select these somehow. This is my plan so far:

1. Export all relays from my install of gossip which have had at least 1 success.
2. Exclude all relays that have paths beyond the hostname (usually these indicate something amiss)
3. Exclude all relays that are down at the time of selection. Run tests on the relays to get information to answer the next questions.
4. Exclude all relays that do not have a NIP-11
5. Exclude relays that do not have a pubkey in their NIP-11
6. Exclude relays that require a paid subscription
7. {We can't do this yet, few relays have updated the NIPs they support} Exclude all relays that do not support important nips: 9, 40, 45, 65, ?
8. Rank the remaining relays by a score that is a combination of the total connections my gossip install has made to them, and the success rate it has had. I'd rather rank by how many people use that relay, but how do I get such information?
9. Ask the relay authors if they want to be included in batches starting from the highest ranked.
10. Take the first 20 positive responses.
