Out of the box, mGBA's "Boot BIOS" option creates a .sav file when used. More troublesome is the fact that it creates a save state if the "Periodically autosave state" setting is enabled.

This happens on 0.10.3 as well as the latest dev build: 0.11-8612-a9bddb92e
