My app is created using Angular and Bootstrap. How can I use useraccounts:bootstrap if the app is running on Angular?

You can't use this specific resource with Angular, because this was designed for Blaze templating. Check out, https://www.meteor.com/tutorials/angular/adding-user-accounts, for more information on the matter.
