Cannot open ports on IP after opening port in windows firewall

Hello, after using this to install on my ubuntu 18.04 server, ports that I have opened on Windows Server seem to be closed on the IP of the server. Does anyone know the issue and how to fix it ? Thanks!

Hello, Yes, their Value plan. They must have changed the way their plans are named... but yeah, that is the most similar one.
