feat: support mixed sealing mode

Mixed sealing mode assumes you want to run both immediate and time interval sealers at the same time. I think the motivation here is you want to have quick tx finalization but still have some periodic blocks happening in the background.

anvil supports this via --mixed-mining CLI option
