Group epitopes based on low or high mutation effect #29

We want some epitopes to have a high mutation effect than others.

Here are some possible ideas:

could separate epitope sites into "low" and "high"
or could probabilistically "boost" standard distribution with a scalar
or could probabilistically sample from one distribution or another
