by_taxa output of classif_table.py should be ordered by freq/tally #329

Currently, the output is ordered somewhat randomly. It would be nice if it was ordered so that the most frequently observed taxa were at the top.

Note that this is specifically only an issue when a specimen map is passed in. Output is ordered by tally when this is not the case.
