Describe the bug
When an unrelated service is unavailable and this is reported by the Status API endpoint, then the OpenID Connect login button is not available.

To Reproduce
Steps to reproduce the behavior:

  1. Configure OpenID Connect login.
  2. Disable a service impacting the Status API endpoint (e.g. Signal).
  3. Open login page.
  4. Observe that no OpenID Connect login button is visible.

Expected behavior
The OpenID Connect login button is displayed.

Environment (please complete the following information):

  • Version: 6.1.0
  • OS: iPadOS 18.2
  • Browser: Safari
