[Feature Request]: The Navbar hover above page feature.

Feature Description

The navbar should be hovering over the top of the screen at all times, rather than staying at the top of page and disappearing when scrolled down.

I am willing to make this feature, so please assign me this issue.
I am a GSSOC'24 Contributor and Hacktoberfest Contributor.
Please label it as Level1/2/3 accordingly!

Use Case

This feature will enable better/easier/faster navigation between pages and will make the website look more professional.
