I also liked the idea of such an alert, but I think it's better to put it in the manager.

I put a mod with this new alert and upload my current walkthrough. The alerts look like this:

Looking at this I have two suggestions:

  1. Instead of the system name of the item, show the item icon or its name as in the inventory

  2. Add the option to exclude certain stations from this alert. For example, I have a station that receives excess sand and while it is nowhere to be found, it just stands and waits

If the alerts are to remain as they are now, I would like a mod option to opt out.

This could be a button on the Cybernetic Combinator. There's room for a 4th button without having to rearrange anything.
If it's default 'Disabled' that would allow players to set blueprints to be an alertable station or not.

Other suggestions:
Allow the alerts to be clickable to jump to the Stop with the issue
Re-structure the alert. Less verbose alerts will prevent a flood of information overwhelming alerts for other systems.
Perhaps:
"Unable to locate [Item] on [Network] for delivery to [Stop Name]"
or
"No stations providing [Item] for delivery to [Network]:[Stop Name]"
'Per Player' setting to totally disable alerts.
