Starting launch pad had level -1, causing log spam and upgrade breakage

Install with RSS/RO/RP-0 from CKAN initially, then replaced RO and RP-0 with their most recent dev branches from pap.

The following appears in the logs continually for the save having this issue:

Updating launchpad destruction state.
Facility SpaceCenter/LaunchPad upgraded to lvl -1
VAB rates:
0.3
0
SPH Rates:
0.1 0

Manually updating the save to give the pad level 0 instead of -1 makes the log spam go away and makes upgrades work as expected.

I started a new save in the same install and it did not have this issue, so I am continuing to try different things to see if I can figure out what makes the pad end up with level -1 instead of 0.
