Add Trusted by department to Staffer Import

For Staff Ops, there was an addition to the database for MAGFest 2016 involving setting Staffers as trusted per-department. This update / Config change was not reflected in the Staffer import for MAGFest 2017. We need to edit the import to include the trusted by department settings, and over lay that on the existing staffers for MAGFest 2017.

I should be able to fix this later this week. I asked Brent to make an issue so I didn't forget :)

At this time I'll also be manually importing a user who got missed by the script.
