New feature: CLI command to output IP list as textfile #3

In order for other applications to use the IP list, I would like a CLI command that outputs the IP list as a textfile.

Examples of other applications that might need to apply the list:

Web server
Caching application

The CLI command is useful as it can be called by the server environment.

I am interested in:

If the maintainer has an interest in this feature and might develop the feature himself
If a pull request will be accepted for this issue
