It appears that a Mac is not supported because wget does not exist.
Would it be possible to simply leverage curl in wget's absence?
Or could the wget package install wget in its absence?

you can install wget with homebrew

My goal is to keep all my configuration in puppet... How would I install wget from homebrew or MacPorts using Puppet?

I think this is really an issue for https://github.com/maestrodev/puppet-wget -- if Mac support is added there, I think I'm in business.
