Doesn't work on Windows Phone

I don't know that there's anything to be done for it, but I tried this on my Nokia 520 with IE 11 and it still overscrolls w/ bounce. A brief Google search didn't yield any promising hits, but perhaps someone can figure out a good solution for Windows phones.

I can do some experiments. It definitely would be awesome to work on windows phone too.
