apply should not explicitly evaluate the arguments to be applied #358

lurk-user> (apply (lambda (x) x) '((cons :x :x)))
[6 iterations] => (:x . :x)

Expected result: (CONS :X :X)

Similarly, this should not be an error:

lurk-user> (apply (lambda (x) x) '((1 2 3)))
[5 iterations] => <Err ApplyNonFunc>

It should return (1 2 3).
