[test_program,cp] develop reference Earlgrey PROD CP test program #6

The OpenTitan repo contains a CP (host) test program to drive the CP provisioning flow. A reference test program, that makes use of the provisioning infrastructure in this repo, should be developed to drive the CP flow.

opentitan Bazel repo has been vendored in; opentitanlib builds as a dependency successfully in this repo
