Missing loongarch64 packages in openEuler everything repos

openEuler 24.03 LTS, seems to lack LoongArch64 in its everything repo, despite having ISO built for the architecture. The newer 24.09 version does not support LoongArch64 at all!

As we believe the port not to be a one-off 面子工程 project, something certainly needs to be done. This issue can be used as a tracker for any related work.

In IM conversations it's clarified that openEuler releases does not follow a typical train model where once support is added in, it stays indefinitely as long as there's no bit rot. In reality it's up to vendors to decide whether to follow up on a certain release "node", and the degree of such participation -- and the Loongson camp simply didn't choose to work on everything. (In contrast, the oERV community took up the hard work so riscv64 got to enjoy everything.)

So in the end it's likely still a matter of attracting enough devs ¯\_(ツ)_/¯

Actually you can find loongarch everything repo in openEuler 22.03 LTS, but not in SP1 and later, which shows that LoongArch port is somewhat lack of maintaince: openEuler 22.03 LTS's loongarch everything repo. From some IM conversations we would found that some of the LoongArch related code or build scripts still needs some fix, but we might found that in openEuler 24.03 SP1 or later service pack version, see loongarch everything repo in eulermaker.
