This releates to patches that are fixed in updated Drupal core / dependencies that usually lead to composer cannot apply patch errors. Currently the aggreed policy (confirmed in Technical group meeting 12th September 2024) that we still apply patches to the minimum supported version of core / module (Usually 10.2 until December 2024). To upgrade and avoid the error, a council dev team will need to add the relevant patch to patches-ignore section of their root composer.json. We should document these as we encounter them as well as when we can remove the relevant patch.
