install old nvidia driver

hello and good afternoon,
i would like to install a version for an older cuda driver.

[The NVIDIA driver on your system is too old (found version 11040).
Please update your GPU driver by downloading and installing]

i think i have found the correct version with the following command:
"pip3 install torch torchvision torchaudio --index-url https://download.pytorch.org/whl/cu118"
but where do i have to include the command now? in which .bat? i can't find anything where it seems logical to me, or i can replace it with something similar?!
