Character Limit of 500 for Moderator Feedback from the Moderation Dashboard is not enforced

expected behaviour:
There is a limit of 500 Characters for Moderator-Feedback that is indicated by a counter at the bottom of the form. As a moderator I expect the limit to be enforced, either by not allowing me to enter more characters or by not allowing me to complete the form when the limit is reached.

behaviour:
Currently the limit is not enforced.
