Digitizing pop up window to edge of screen

User Story

In order to efficiently add new building outlines as a LDA I want the pop up window to appear on the edge of the screen, not the middle where I am about to digitize

Acceptance Criteria

• Pop up does not appear in the centre of the screen.
• After QGIS3 porting.
• ...

Note:
Add building button – creates a pop-up window in the middle of the screen right where I want to add a building, so have to move it every time. Better for it to pop-up elsewhere
