If we need a bronze/silver/gold level idea of compliance, it would be a good idea to say 'these are the best practices you must follow' for a given grade. This can be expressed as a baseline - a list of best practices for that standard. We would commit files with the list in for a specific level separately from the best practice itself, so that the best practice document simply says 'compliant to best practice if' and the baseline says 'compliance is required to pass this grade'.
Baselines would be independent of versioning - there would be a 'gold' that is part of the v1 / v2 / v3... release.
Is this acceptable? Where should baselines live in the repository?
