Release of Lingua Franca 0.3.0

I'm happy to announce that we've officially arrived at Lingua Franca 0.3.0 and its corresponding VS Code extension. From now on, the Lingua Franca release notes also include (auto-generated) notes about what has changed in the submodules, giving more visibility to all the valuable work that has been ongoing in our runtime implementations.

I can already confirm that the diagram issues that macOS users have been struggling with in VS Code have successfully been addressed :-)

Some words of caution:

• The OpenVSX registry (where OSS versions of VS Code get their extension from) is currently not accepting new releases due to an internal server error; we will push an update to OpenVSX once it is available again Our extension is now available through the Open VSX registry as well; and
• Epoch for macOS still isn't signed, which is a major inconvenience for Mac users, but we're working on a fix and will update the artifact as soon as possible (this will require no code changes, so we decided this issue should not block the release).

Thanks, everyone, for making this release possible! We already have a queue of PRs lined up to be merged, so it seems that v0.4.0 might be just around the corner...
