Allow global white-lists for encryption/signing algorithms #4

This way a user can set the allowed algorithms globally and not risk unvalidated input to cause the use of algorithms not deemed acceptable for an application.

Hello @simo5. How would this be implemented? Should a new option be created? Or maybe a configuration file for defining the white-list?
