Tenstorrent Wormhole device support

Motivation  

Yet another AI chip integration for Backend.AI, to enhance collaboration with Tenstorrent.

Objective  

• Make the wormhole devices to work and be usable like other AI chips.

�Expected Sub Issue

• Define the device naming scheme (e.g., computing APIs like “cuda” or “rocm”, model names like “rngd” or “atom”)
  • cf) TT/Metallium is their computing framework. See https://github.com/tenstorrent/tt-metal
• Create a new device plugin
• Confirm the Web UI support with the server-provided device metadata
• Run several test workloads
• Discuss and plan potential next steps, such as fractional scaling support and/or multi-node support
