Consider replacing jekyll with hugo

In the future we should consider migrating to hugo, it has same feature set, it can be hosted on GitHub pages, and the good thing it's a compiled statically linked binary so it's simpler to get it running and use it without having to deal with older ruby2 dependencies that can be a mess to deal with:
