PermissionError: [Errno 13] Permission denied: 'hybrid_10sec.dat'

Not sure why I am getting this error, but I followed the instructions on this page: http://klusta.readthedocs.io/en/latest/

Could you double-check the list of files in that directory? There should be hybrid_10sec.prm in there. Also, make sure that it has the correct file permissions, or try to open a console as an admin.

Which directory? I downloaded the two files (Raw Data & Parameter File) listed under "Test Dataset" on the Wiki page: http://klusta.readthedocs.io/en/latest/#installation

I uninstalled and reinstalled Miniconda, just in case it is a Python issue.
I then ran the Win command prompt as an administrator, and still did not work.
