Scenarios in the scenario editor should be readonly by default, with a button to explicitely change to edit mode. When in edit mode:

save/discard buttons should appear (see Scenario editor: explicit save-button #113 )
user should be asked about save/discard when closing the sidepane
creation of new scenarios should not be allowed when an existing scenario is open in edit mode
