generate metrics on the backend

Describe the enhancement you'd like to see
We need metrics to be generated by the server. This way we can keep an eye on how the server is behaving and have alerts for it.

Infrastructure metrics

• HTTP requests (count, duration) (feat: add metrics to http endpoints #3201)
• Number of messages per queue (feat: report metrics about the test pipeline queues #3213)
• Cache hit/miss (feat: cache hit metrics #3214)
• Duration of each step of the test pipeline (feat: metrics of pipeline steps #3217)

Business metrics

• Number of test runs (add run state to the metric)
• Number of transaction runs (add run state to the metric)
