Switch to Psycopg3 for Django

Django 4.7 and higher supports psycopg3

With a goal to migrate to Django 5.0, would be it a good idea to also move to psycopg3 (from psycopg2)

It doesn't seem that there is an OpenTelemetry autoconfig for psycopg3
