This might be more of combination with a usability issue on the image UX.
When you add-upload an image to an image block, the Image title is automatically set to the file name. Without a description, the figcaption is rather high.
If you want to remove the figcaption, all fields need to be empty, but then you also need to clear the Title, which is is used as metadata in the CMS folder contents/search/etc.
Can the figcaption height be made to scale where the vertical height is reduced if you only add a Title, or a Description?

Update/Correction, the uneven/high vertical figcaption only happens on some widths and with the title. With only the description filled in, the vertical centering is correct and with correct vertical white space, But not for all browser widths, allthough these screen shots are in edit mode:
