Media backup system

Currently images and other media are saved as their discord links (a modmail feature), this is simple, but runs into issues when discord deletes the content from their backend storage thus making the links dead. Ideally, we add an optional feature that backs up media and replaces discord cdn references with it's own links.

There are a few potential ways to do this

• S3 bases storage (minio docker container, AWS S3, R2, B2, etc...)
• Filesystem based
• Some other unmentioned alternative?
