Understanding KEDA HPA metric value

I have a KEDA enabled Azure Storage Queue Triggered function running in the Azure Kubernetes Service.

When I try to describe the hpa using kubectl command the following is shown:

Can you please explain what does the target average value 4167m / 5 mean?

Here is the scaledobject.yaml:

For starters, you shouldn't have to care about the HPA at all ;)

The value probably means there are 4k messages on the queue but @zroubalik might correct me.

Actually, the HPA reduces the number of pods drastically after sometime though there are enough messages in the queue that's why I am trying to understand the metric....hoping to somehow manipulate it.
Also, the total number of messages in the queue at the start itself is 2k so there is no chance that the total number of messages can be 4k. Hence, this metric value is something else and not the total number of messages in the queue.
