Disable container reaper slack notifications

Disable slack notifications for deployment/bin/cron/container_reaper.py Important update to support for legacy custom bots in your workspace or organization beginning March 31, 2025.

Could also make an env variable that prevents this from running on environments where it cannot read the event log
