Change order in Add-Entry Mask and edit form

User Story: As a new user I want fastly create new entries without creating duplicates

This is the first step to this issue: kartevonmorgen/kartevonmorgen#714

Problem

In the current system the less relevant questions come first. So the user might add Title and description, before he realizes, that entry exists already.

Solution

Make that new order:

• 1. Location (instead below tags)
  • Write a warning below the adress: Please check around your new pin, if your desired entry exists already!
• 2. Title
  • (then we can check for duplicates also automatically later...)
• 3. Description
• 4. Types (Initiative, Company, Event
• 5. Tags
• 6.... contact....
  rest is the same
