Add document that can be used by end users to create blueprints #1193

The blueprint docs that we have right now, just explains low level details about blueprint resources.
We should have a public facing document that should have proper workflow on how a new comer can create a blueprint. For example,
how to specify phases, functions and artifacts and how to access objects that are specified while creating actionsets.
