The press release promises that the Commenting feature will allow (among other things) users to "ask questions" and "address issues" and "make decisions". To fully provide this type of result, the Commenting system will need to allow users to search for comments (possible very old, resolved comments). This will enable the system to be used for governance as is implied by "make decisions".

To fully delivery on the implied functionality described by the press release, we'll need to work on this.
