As of v. 2.12 biblatex-publist will use language definition files for localization (as biblatex itself does), so adding support for specific languages is more straightforward. We currently only support German, English, and French (the languages I feel reasonably confident with myself).
If you want to add support for another language (it should be one also supported by biblatex) and are confident with the translations, please go ahead and grab the English lbx file as a model to set up a language definition file for the desired language. You can send it to me directly, post it here or make a pull request.
